Navigating the childcare funding system can feel complicated, particularly for first-time parents or those new to the UK system. Multiple schemes (funded hours entitlements, Tax-Free Childcare and Universal Credit childcare element) interact in ways that are not always clearly explained, and the application processes have different timings, different platforms and different reconfirmation requirements. This guide provides a practical, step-by-step walkthrough of the main application processes.
All the main childcare funding schemes in England operate through a single digital gateway. The website childcarechoices.gov.uk is the authoritative starting point for all childcare funding enquiries and applications. It hosts an eligibility checker, links to all the relevant application platforms and provides guidance on each scheme. The Government Gateway (the central authentication platform for government online services) is used to manage TFC accounts and 30-hour eligibility codes.
Step 1: Check Your Eligibility
Before applying for any scheme, use the eligibility checker on childcarechoices.gov.uk to confirm which support you qualify for. You will need to enter basic information about your household:
- whether you are employed, self-employed or on parental leave
- your approximate annual earnings
- your child’s age and date of birth
- whether your child has a disability
The checker will tell you which schemes you are eligible for and provide links to apply.
It is worth noting that eligibility can change. A change in employment status, earnings, whether you are in a couple or the age of your child can all affect what you qualify for. It is therefore worth re-checking your eligibility at each of the main life transitions: when a new child is born, when a child turns 3, when a parent returns to work from parental leave, or when income changes significantly.
Step 2: Apply for Your Eligibility Code (30-Hour and Under-3 Entitlement)
If you qualify for the extended 30-hour entitlement for a 3 or 4-year-old, or for the funded hours for children under 3 (from April 2024 onwards), you must obtain a government eligibility code before you can use the provision. Log into your Government Gateway account (or create one) and navigate to the childcare service at gov.uk. If you are eligible, you will be issued with an 11-digit code that you give to your childcare provider.
The code must be obtained before the start of the term in which your child will take up the funded hours. The three key term start dates in England are January (start of spring term), April (summer term) and September (autumn term). If you apply too late (after the start of the relevant term) you will miss that term’s funding. Most families should apply 2–3 months before their child becomes eligible to ensure there is plenty of time to deal with any issues. Note that the 15-hour universal entitlement for 3 and 4-year-olds does not require a code –– just register with a provider.
Step 3: Give Your Code to Your Provider
Once you have your eligibility code, give it to your childcare provider. The provider will confirm the code with the local authority and, once confirmed, will claim the funded hours from the local authority each term on your behalf. You do not need to be involved in the claims process – that is entirely between the provider and the local authority. Your job is to make sure the code is valid when the provider needs it.
Providers typically ask for the code at the point of registration or at the start of the term. If you have applied late, the provider may need to charge the full rate for any weeks before the code was confirmed, so applying in good time is important. If the code is rejected (usually because it has expired or because the details do not match) the provider will inform you and you will need to log in and rectify the problem before the provider can claim.
Step 4: Set Up Tax-Free Childcare (if applicable)
If you are also eligible for Tax-Free Childcare (which is entirely separate from the funded hours entitlement) you set up your TFC account through the Government Gateway after confirming eligibility on childcarechoices.gov.uk. Once your account is open, you pay money into it and use it to pay your provider for any hours not covered by the funded entitlement (and for holiday clubs, after-school provision and any other eligible childcare costs).
If you are receiving Universal Credit rather than TFC, you report your childcare costs through your UC journal at the end of each assessment period. Keep all invoices and receipts from your provider – you may be asked to provide evidence of costs paid.
Reconfirmation: The Recurring Task
Every three months, both TFC accounts and 30-hour eligibility codes must be reconfirmed. The Government Gateway will send an email reminder. You must log in and confirm that you still meet the eligibility criteria. If you do not reconfirm by the deadline, the code or account will be deactivated and your provider will lose the ability to claim on your behalf. There is no grace period and no backdating once a code expires.
Many families find it helpful to set a recurring calendar reminder approximately two weeks before the expected reconfirmation date. The reconfirmation date is linked to when the code or account was first created, not to a fixed calendar date. Treat it as a non-negotiable administrative task – the financial consequences of missing it are significant.
